From 1 October 2026, SAFE has simplified the FX administration of domestic foreign-currency loans. Loans backed by goods or services export can be credited directly to the current-account FX settlement account, removing an intermediate transfer step.

FX settlement and conversion procedures are simplified and the administrative licence requirement removed — companies can transact at the bank with genuine trade documentation. Supervision shifts to post-event review.

What it means for exporters

  • Review existing domestic FX loans and credit lines; optimise the fund transfer path.
  • Compare FX costs of local- vs foreign-currency loans against your 12-month receipt currencies and payment terms.
  • Keep contracts, customs declarations and receipt vouchers complete for post-event checks.
